The film begins with a flashback to the British era, when a small tribal girl named Malli is kidnapped by the British governor Scott Buxton and his wife Catherine. Malli’s brother, Komaram Bheem, vows to find her and rescue her. He grows up to be a brave and fearless warrior who leads his tribe against the British oppression.
Meanwhile, Alluri Sitarama Raju is an Indian policeman who works for the British army. He is loyal to his duty and respects the law, but he is also sympathetic to the Indian freedom fighters. He meets Bheem during a train robbery and they become friends. They also fall in love with two women: Sita, a village girl who supports Raju’s ideals, and Jennifer, a British journalist who admires Bheem’s courage.
However, their friendship is tested when Bheem learns that Malli is still alive and held captive by the Buxtons in Delhi. He decides to go there and free her, even if it means going against Raju and the British law. Raju tries to stop him, but Bheem is determined to fulfill his promise. Along the way, he also inspires many Indians to join his cause and fight for their freedom.
The film ends with a climactic battle between Bheem and his followers and the British army led by Raju. Bheem manages to reach Malli and rescue her, but he is fatally wounded by Raju in the process. Raju realizes his mistake and regrets his actions. He apologizes to Bheem and joins him in his final moments. The film ends with a voice-over narration that says that Bheem and Raju are not just heroes, but legends who will live on in the hearts of Indians forever.
